i guess, they took the average user, that eventually doesn't know all keyboard shortcuts. Of course you would be faster by using only the keyboard, if you're an expert (knowing most of the shortcuts). I also guess, there are way less experts out there, than there are average users.
From my personal experience, i can hardly see any 'average' user who knows handling his/her Mac in an efficient way. I can see this by watching some collegues 'mousing'. You could tell them a thousand times, what shortcut to use to save some time - especially in recurring situations. They always automatically get back to their mouse. It's hard for an expert to sit still besides someone who is this terribly slow. :)
